Northeastern Oklahoma A&M College’s (NEO) policy is to maintain access to local, national, and international networks for its faculty, staff, administration, and students in support of the basic activities of instruction, outreach and administration. In addition, NEO will assist the community in creating an environment that encourages access to knowledge and sharing of information. The following policies are specifically related to web site/web page publishing:
Loss of Account
Web pages will be pulled immediately for the following violations:
- pornography / sexually explicit material on pages
- sales/advertisements/ advertisements banners on pages not affiliated with NEO
- threatening or malicious material
- illegal or dangerous material, including copyrighted materials
- material opposite to NEO's mission or in anyway harmful to the College.
- sexual harassment
NEO reserves the right to monitor content housed on NEO and/or OneNet servers and links to content residing elsewhere. All content will be reviewed for appropriateness periodically by the Website Committee. Any content of questionable material should be restricted to password protected pages.
Web accounts for individual courses will be granted with the approval of the department head for the department that offers the course.
Process for Obtaining a Web Account
All full time faculty and staff will be given an account upon employment. Official NEO pages, such as academic department pages, administrative department pages, pages for programs, governance groups, or centers or institutes, must be approved by the department head, director, or person in authority to speak for that entity, and must conform to NEO guidelines for web page design. If assistance is required with setting up the account directory, or with the initial posting, an appointment should be made with the Webmaster.
Process for External Entities to Obtain a Link from the NEO Root Web Pages
To obtain a link from the NEO pages to any other Internet URL, submit the proposed link by email to the NEO Webmaster. The Web committee will review the proposed link and, if deemed a valuable resource, the link will be added to an appropriate page or area on the NEO Web site. All links are subject to review, and may be removed from the NEO web site at any time without warning.

Guidelines for All Pages
Department pages are all web pages that represent the departmental units of NEO .
Course Management pages are those pages which offer supplementary information about courses offered at NEO , such as syllabi, selected readings, grading information, links to pertinent sites, etc.
On-line Course Pages are those pages that offer complete courses, including lectures, course materials and assessment, on-line. These pages represent courses that may be taken as part of a distance learning and/or on-site curriculum. These styles DO NOT apply to WebCT courses.
Organization pages include home pages for NEO programs, governance groups, centers or institutes, and recognized student groups.
Faculty & Staff Personal Pages must conform to all guidelines and policies contained in this document.
The NEO A&M College Web Site is comprised of various Web pages operated by NEO A&M College.
The NEO A&M College Web Site is offered to you conditioned on your acceptance without modification of the terms, conditions, and notices contained herein. Your use of the NEO A&M College Web Site constitutes your agreement to all such terms, conditions, and notices.
NEO A&M College reserves the right to change the terms, conditions, and notices under which the NEO A&M College Web Site is offered, including but not limited to the charges associated with the use of the NEO A&M College Web Site.

- Conduct or forward surveys, contests, pyramid schemes or chain letters.
- Download any file posted by another user of a Communication Service that you know, or reasonably should know, cannot be legally distributed in such manner.
- Falsify or delete any author attributions, legal or other proper notices or proprietary designations or labels of the origin or source of software or other material contained in a file that is uploaded.
- Restrict or inhibit any other user from using and enjoying the Communication Services.
- Violate any code of conduct or other guidelines which may be applicable for any particular Communication Service.
- Harvest or otherwise collect information about others, including e-mail addresses, without their consent.
- Violate any applicable laws or regulations.
NEO A&M College has no obligation to monitor the Communication Services. However, NEO A&M College reserves the right to review materials posted to a Communication Service and to remove any materials in its sole discretion. NEO A&M College reserves the right to terminate your access to any or all of the Communication Services at any time without notice for any reason whatsoever.
NEO A&M College reserves the right at all times to disclose any information as necessary to satisfy any applicable law, regulation, legal process or governmental request, or to edit, refuse to post or to remove any information or materials, in whole or in part, in NEO A&M College's sole discretion.
Always use caution when giving out any personally identifying information about yourself or your children in any Communication Service. NEO A&M College does not control or endorse the content, messages or information found in any Communication Service and, therefore, NEO A&M College specifically disclaims any liability with regard to the Communication Services and any actions resulting from your participation in any Communication Service. Managers and hosts are not authorized NEO A&M College spokespersons, and their views do not necessarily reflect those of NEO A&M College.
Materials uploaded to a Communication Service may be subject to posted limitations on usage, reproduction and/or dissemination. You are responsible for adhering to such limitations if you download the materials.
User Responsibilities and Expectations
Access to the information resource infrastructure both within and beyond the NEO campus, sharing of information, and security of the intellectual products of the community all require that each and every user accept responsibility to protect the rights of the community. Access to the networks and to the information technology resources at NEO is a privilege granted to Neo students, faculty, staff, and third parties who have been granted special permission to use such facilities. Access to NEO information resources must take into account the following factors: relevant laws and contractual obligations, the requestor’s need to know, the information’s sensitivity, and the risk of damage to or loss by NEO.
Anyone who accesses, uses, destroys, alters, or damages NEO information resources, properties, or facilities without authorization, may be guilty of violating state or federal law, infringing upon the privacy of others, injuring or misappropriating the work produces and records maintained by others, and/or threatening the integrity of information kept within these systems. Such conduct is unethical and unacceptable and will subject violators of this Policy to disciplinary action by NEO, including possible termination from employment, expulsion as a student, and/or loss of computing systems privileges.
NEO requires that members of its community act in accordance with these responsibilities which are intended to ensure that users of NEO information resources shall:
• Respect software copyrights and licenses
• Respect the integrity of computer-based information resources
• Refrain from seeking to gain unauthorized access
• Respect the privacy of other computer users
NEO reserves the right to limit, restrict, or extend computing privileges and access to its information resources. Data owners—whether departments, units, faculty, staff, or student—may allow individuals other than NEO faculty, staff, and students access to information for which they are responsible, so long as such access does not violate any license or contractual agreement, NEO policy, or any federal, state, county, or local law or ordinance. However, users are personally responsible for all activities on their userid or computer system and may be subjected to disciplinary action and/or loss of privileges for misuse of computers or computing systems under their control even if not personally engaged in by the person controlling the computer or system.

NEO A&M College does not claim ownership of the materials you provide to NEO A&M College (including feedback and suggestions) or post, upload, input or submit to any NEO A&M College Web Site or its associated services (collectively "Submissions"). GENERAL To the maximum extent permitted by law, this agreement is governed by the laws of the State of Washington, U.S.A. and you hereby consent to the exclusive jurisdiction and venue of courts in King County, Washington, U.S.A. in all disputes arising out of or relating to the use of the NEO A&M College Web Site. Use of the NEO A&M College Web Site is unauthorized in any jurisdiction that does not give effect to all provisions of these terms and conditions, including without limitation this paragraph.
